Professor Samuel Adams holds a PhD in Public Administration and Urban Policy with a minor in International Business from the Old Dominion University, VA-USA and a Master of Business Administration from Lincoln University, Jefferson City, MO-USA.
Samuel Adams joined GIMPA in 2007 and promoted to Professor in 2018. Over the years, he has taught many courses including Public Policy, Public Administration, Strategic Management, International Business and Research Methods.
Professor Adams is the Dean of the GIMPA School of Public Service and Governance, a position he assumed on October 1, 2014. This is the same position he held briefly in an acting capacity from October 2013 to January 2014. Before that, he was the Acting Dean of the GIMPA Business School from September 2012 to September 2013. He also served briefly as the Academic and Administrative Head of GIMPA during the period September 2016 – March 2017.
Prof. Adams has served and continues to serve on many national and international boards. He was a member of the United Nations Task Force on Sustainable Development Goals Curriculum Project (2017-2018), Country Reviewer for Ghana -Global Transparency Initiative, and Assessor for the National Accreditation Board. He is also an external examiner for many Ghanaian and international Universities.
Prof. Adams is a versatile researcher with both qualitative and quantitative skills and has over 70 publications. He has published on various topics on privatization, decentralization, leadership, institutions, elections, economic growth and development, environment, energy, capital flows and democracy. He serves on the Editorial Boards of many local and international journals and he is also is a reviewer for over 30 journals.

Professor Sir Dennis Dominic Adjei is a Justice of the Court of Appeal in Ghana. He is the Director of the Judicial Training Institute. He is also the Dean, Faculty of Law, Ghana Institute of Management and Public Administration (GIMPA).
He is also an Associate Professor (Adjunct) at the Law Faculty of the University of Cape Coast, Cape Coast and Kwame Nkrumah University of Science and Technology, Kumasi.
He also lectures the Law of Interpretation of Statutes, Deeds, Documents and Land Law and Conveying at the Ghana School of Law, Main Campus, Accra.
He attended University of Ghana, Legon, and the Ghana School of Law, Accra.
He holds an Executive Master in Public Administration (EMPA) from the Ghana Institute of Management and Public Administration (GIMPA), a Master of Law (LLM) in Criminology and Criminal Justice from the University of London and a Master of Judicial Studies from Duke University School of Law in the United States of America.
He has authored four textbooks namely; Modern Approach to the Law of Interpretation in Ghana, Land Law Practice and Conveyancing in Ghana, Contemporary Criminal Law in Ghana and, Criminal Procedure and Practice in Ghana. The textbooks are used as reference books by Judges and Magistrates, Lawyers, Prosecutors and Investigators, lecturers and students of Law and other stakeholders of Law in Justice Administration.
Sir Dennis was knighted by the Holy Father, Pope Benedict XVI to the Order of St. Gregory the Great in 2005.
Dr Joseph K. Adjei is the Dean of School of Technology and a Senior Lecturer. Joseph holds a PhD in Information Systems from Aalborg University, Denmark, and an MSc in Advanced Information Technology from LSBU, UK. He is a fellow of the Association of Chartered Certified Accountants. His research focuses on the development of better frameworks and design guidelines for the implementation of Trusted Digital Identity Management Systems, Mobile Financial Services, and information privacy issues on adoption and use of Social Media. His research activities have been published in reputable journals and conference proceedings. Joseph has taught various graduate and undergraduate programmes including; Information Systems Management, Business Process Reengineering, Electronic Business, IT Project Management, Accounting Information Systems and Information Technology Audit. He has also successfully supervised many MPhil and MSc theses, and actively review a number of journal and conference publications. Joseph regularly provides programme accreditation and quality assurance services for National Accreditation Board (NAB), and National Board for Professional and Technician Examination (NABPTEX) in the area Information Technology. Prof. Wisdom Akpalu attended Anloga Secondary School for his Ordinary Level Certificate and Presbyterian Boys Secondary Schools, Legon, for his Advanced Level Certificate. He then proceeded to University of Cape Coast (UCC) where he graduated with a BA (Hons) Economics degree and a Diploma in Education. He was retained as a Teaching Assistant and awarded a scholarship by the African Economic Research Consortium (AERC) for an MSc Economics degree at Addis Ababa University, Ethiopia. The program was taught by the Center for the Study of African Economies (CSAE) at Oxford University. Upon graduation, he was hired by UCC as a lecturer. After teaching for 4 years, he becomes one of 5 candidates selected globally in 2001 to benefit from the prestigious Swedish Sida scholarship for a PhD degree in Economics at University of Gothenburg, Sweden. He successfully completed the program and obtained a PhD as well as Licentiate of Philosophy degrees in Economics. The Center for Environmental Economics and Policy in Africa (CEEPA) in Pretoria, South Africa hired him as a research fellow soon after he graduated. He left for the USA a year later and was hired by the State University of New York (SUNY) – Farmingdale, New York, where he was promoted to Associate Professor of Economics in 2012 and was the Chair of the Department of Economics. While at SUNY, Prof. Akpalu was offered an opportunity by United Nations University (UNU) to return to Ghana and manage a PhD program in Development Economics at the University of Ghana. The program currently has over 30 students and has graduated 3 of them.
Prof. Akpalu is a gifted teacher and internationally recognized scholar in the field of environment and natural resource economics, and social economics. He has taught, supervised, and examined several undergraduate and graduate students globally. Since 2013, he was invited by the AERC and CEEPA as a resource person to mentor researchers on the continent. Regarding research, Prof. Akpalu has published several articles in reputable journals and has presented his works at major international conferences. The North American Association of Fisheries Economists (NAAFE) invited him as a keynote speaker at the 2019 forum in Canada. In 2015, the Academy of Economics and Finance (AEF) recognized his extraordinary achievements in research and awarded him the Research Fellow of the year. Moreover, Prof. Akpalu has consulted for many international organizations including the World Bank, the African Development Bank, Norwegian Agency for Development Cooperation (Norad), International Labor Organization (ILO), The International Food Policy Research Institute (IFPRI), etc. He is the current president of the African Association of Environmental and Resource Economists (AFAERE).

I was awarded my first degree at the University of Ghana (BA Hons) in 1987, and a second degree (MBA, Marketing) at the same institution in 1993.
I have worked in the automobile industry, but mainly in charge of Corporate Affairs at Metropolitan Insurance (1998-2001), Ecobank Ghana (2002-2011), and with the UT Group (2011-2015).
From 2016 till date I have run my own Training Consultancy, specialising in Soft Skills and Social Talks.
I am an avid reader, a movie buff, a sports fan, and a music lover.
I am married with three children.
I hope to bring a new feel to the Corporate Affairs experience at the Institute. My belief is that 28 years of practice in the private sector will lend itself to helping to consolidate a nationally and internationally recognised educational Institute.
In my vision, GIMPA would become synonymous not only with education but also with research, development, and a very heightened sense of social responsibility.
I hope to help successful entrants to GIMPA leave with a very refined sense of national advocacy and the energy to make Ghana a better place.
Mr Solomon Asante Dartey is an IT specialist and consultant with over 20 years of experience in IT related engagements. Solomon holds a Master degree in Software Systems Technology from the University of Sheffield, UK and has been certified by the International Business Innovation Association (InBIA), USA in the management of Business Incubation programmes and Technology parks. He is also certified in various Microsoft and other enterprise solutions including SunSystems, Vision, Citrix and Oracle.
Solomon was the Deputy Chief Information Technology Officer (IT Services) of the University of Ghana between 2014 and 2018. He was in charge of all software systems and services of the university, ensuring excellence in the delivery of IT services and solutions across all campuses of the university.
Prior to taking this appointment, Solomon worked for nine (9) years with the United Nations Development Programme (UNDP) as programme coordinator for their ICT Entrepreneurship initiative under the government’s ICT for Accelerated Development (ICT4AD) Programme. He was Director for the Ghana Multimedia Incubator Center (GMIC), a technology business incubator of the Ministry of Communications, Ghana in partnership with the United Nations Development Programme (UNDP). Here he led the setup of the first government ICT business incubator that focuses on the identification of innovative ICT ideas and their commercialization into working solutions through various business development and advisory services. Solomon was closely involved in the conception and establishment of the first government ICT park (The Accra Digital Centre) a destination for young ICT talents and entrepreneurs.
Previously, Solomon also worked with KPMG (an International advisory firm) for almost nine (9) years as a senior consultant and manager. He was involved in several key IT related consultancy and project management engagements for local and international clients in Ghana and in many other countries. He was particularly in charge of consultancy services in Information Risk Management, re-engineering of information processes, computer systems audit, evaluation and selection of software packages and platforms, IT strategy development, training of system support/user staff and Business Process Outsourcing (BPO).
Solomon loves teaching and between 2004 and 2007 was a part-time lecturer on the MBA programme in Management Information Systems (MIS) at the University College of Wisconsin, Accra Campus, Ghana. His hobbies include swimming and sightseeing.
